Torrance County has reason to celebrate - the county received a $309,820 federal grant from the New Mexico Recycling Coalition. The grant will take effect Jan. 15, and the money will go toward the construction of a recycling center, according to Joseph Ellis, Estancia Valley Solid Waste Authority manager.
