New Mexico Recycling Coalition - Recycling Grants Available

Dear Recycling Friends,

The New Mexico Recycling Coalition is pleased to announce a grant opportunity to fund equipment to either improve an existing recycling processing facility "hub" or to purchase recycling collection equipment to outfit "spokes" in New Mexico. The Rural Recycling Development Program has been designed to increase access to recycling for underserved and rural communities. This project, hosted by NMRC, is part of the Department of Energy American Recovery and Stimulus Act under the Energy Efficiency and Conservation Block Grant program.

This grant is a follow-up to earlier NMRC grant-funding that allowed for the creation of three new recycling hubs and 30+ new spoke collection sites. The recycling center improvement aspect of this grant RFP is designed to assist existing recycling processing facilities to expand or update their equipment to better serve their region. Monies are also available for hubs and spoke communities to apply for recycling collection equipment.

Floodplain and Wetlands Early Public Notice

Floodplain and Wetlands Early Public Notice The Town of Estancia, Torrance County, New Mexico is considering Alta Vista Neighborhood Phase 3 Wastewater Improvement Project as a CDBG project under the NM Small Cities Program for non-entitlement cities and counties.

The project is located in the 100-year floodplain.

The Town of Estancia is interested in discussing alternatives to this project, securing public perceptions of possible adverse impacts that could result from the project, and discussing possible measures to minimize any adverse impacts.

A public hearing is scheduled on February 7, 2011, to discuss the proposed project. Please extend or send written comments to: Mayor Ted Barela, Town Hall PO Box 166; 513 Williams, Estancia, NM 87016.

Comments will be received until February 4, 2011. A more detailed description of the project and FEMA flood maps are available for citizen review at the Town Hall 513 Williams, Estancia, NM 87016.

Note: Notices should include the following:

* Statement of purpose for the proposed action and its description;
* A map of the general area clearly delineating the project and its relationship to its environs (the map is referenced since it is not practical or cost effective to include it in the publication);
* A statement that it has been determined to locate the project in the floodplain or wetlands;
* A statement that impacts will be mitigated where avoidance cannot be achieved; and
