Proposed Constitutional Amendment - Term Limits County Officials

Established long ago, the citizens of New Mexico voted to amend the New Mexico Constitution, limiting the amount of time people elected to county office could hold positions.  County elected officials are limited to two four year terms and at the end of eight years these people are ineligible to run for elected office for two years – a sit out period.  So, for example, commissioners, clerks, treasurers, assessors, probate judges, and sheriffs are limited by law from serving more than eight years total.   

In Torrance County and many other counties, “we have a system where the terms limits actually have very little meaning” said Representative Stephen Easley at a town hall meeting this past Saturday. 

Representative Easley went on to explain that the county Clerk, Treasurer, and Assessor, are elected, and they are allowed to appoint a deputy.  In most cases the appointed deputy was the former termed out elected official.  Representative Easley continued,  “they flip flop the jobs for many, many years and it goes on and on.  This make it very difficult for any body else to run against them because it becomes a life time job for the people that are in this. “

The District 50 Representative was approached by a number of people who he said  “talked to me” believing “that this was unreasonable if we are going to have term limits at all.”  "If we are not going to have term limits, then fine, go do that, but since the citizens long ago in the state decided that there are term limits on these jobs it seems that we probably ought to enforce those term limits.”

When ask by Torrance County Republican Party Chair Rick Lopez why the proposed amendment excluded the legislature, the response was that the legislature itself would not even consider application of term limits to their seats unless directed by a citizen referendum.  Representative Easley stated that he fully supports term limits for legislators and suggested that Republican Chair Lopez spear head a referendum. 

Bernalillo County and the Association of Counties are very unhappy with the proposed bill as are the many seated elected officials so the chance that it will even make it out of committee is pretty small.  You can see the proposed House Joint Resolution by clicking here:

Baggage and Compromise – Representative Easley

Representative Easley, in response to a letter to the editor, pointed out that staying in any position for to long a period of time turns the focus of doing the business of the citizens to settling scores and internal fighting. 

   “If you stay to long in the legislature, you are bound to pick that up, like if you stay to long anywhere.  You are bound to find people that have annoyed you one to many times and you don’t really want to deal with them any more  . .  .  our legislature has been stuck the last several years where they just couldn’t get much done because they just battled each other tooth and claw over everything all of the time and there seemed to be no ability to compromise to get anything done and in politics, that’s what politics is all about, compromise.  So you have to be willing to be flexible and compromise in the best interest of the citizens.

     “When you are there and you are working on legislation sooner or later you have to vote against some ones bill . . .over time members of the legislature become irritated with each other to the point to where “you are routinely voting against” others bills “just because they have made you mad so many times in the past, I have seem big grudges at the roundhouse ”  which leads to “personal enmity that builds over twenty years not really the merits of the bill . . . and that’s the baggage I was talking about.   

     “So what I was hoping that with so many new people” in the legislature, that were not carrying baggage that we could all be nicer to each other, be more polite, be more willing to think about being friendly and to be compromising” in order to do the business of the citizens of New Mexico.

From this writers view point, a great argument for the application of real term limits on the legislative level and a change on the county levels to end the rotation that goes on in lower elected offices.

A breath of fresh air came to Torrance County as our District 50 Representative Dr. Stephen Easley spoke at a town hall meeting on Saturday. 

Representative Easley gave a brief overview of his experience as a freshman in the New Mexico Legislature and extended a warm heartfelt invitation for everyone to “come see us” in Santa Fe. 

“We are always happy to see you and because you are my constituents, if you show up, I will make sure I visit with you.”  Additionally, Representative Easley shared his legislative email and personal cell phone to make it easier for his constituents to contact him, he wants to hear from you and needs your input to help him make decisions.
