Estancia Valley Solid Waste Authority (EVSAW) – Mis-Managed?


Poor internal financial controls, employee layoffs, cutting services, loosing money, embezzlement?  All of these issues were brought before the Torrance County Commission at the October 24, 2012 by District 2 resident Arthur Ducharme.

Mr. Ducharme submitted a written report to the commission but did not read that report into the record.  What Mr. Ducharme voiced at the meeting were issues of great concern regarding what he believes to be questionable management practices, poor internal financial controls, continued company deficits, non-democratic practice, questionable credentials of board members, and concerns about EVSWA management running in the red which will prompt EVSWA to again seek a rate increase for Torrance County Residents. 
 
Mr. Ducharme suggested that a special audit be considered to investigate EVSWA.
