Congratulation's to Pettingill Enterprises for winning the bid award for materials for Torrance County Roads. The other bidder, Mark Valdez, submitted bid came in at approximately 33% lower cost that Pettingill - part of the difference in pricing was that the Valdez bid was for non-crushed material. Additionally, the Pettingill material was promoted as of better quality by both Commissioner Chavez-Gutierrez and Martin the road department supervisor.
There was discussion about requiring testing on materials, however, as it was not a listed agenda item as well as no vote was taken at the commission meeting of 10-24-2012, material testing may have to be directly discussed by the commission in open session and on agenda before that requirement can be put into play.
As far as material testing, there was discussion about the expense of that testing - as pointed out by Commissioner Chavez-Gutierrez, in this particular case, material from the Valdez pit and the Pettingill pit are already on our roads and in use - it was pointed out that a direct test by commissioners could be made by traveling the roads containing both materials for comparison. Should testing be a requirement of the commission for materials, that will definitely increase material costs as those types of fee's are always passed onto the customer.
