Public Notice:
As part of our efforts to promote health, general welfare, and conserve property values for it's citizens, the Torrance County Planning and Zoning Department is conducting area wide inspections for zoning and property violations.
Currently the Department is working in the central area of the County and after January 1, 2011 will progress to the western areas of the County. The Department encourages voluntary property clean up before having to issue a Notice of Violation and has limited information on resources to help people comply with the Ordinances.

Manzano Mountain Gun Club Seeks Special Use District from Torrance County Planning & Zoning Board
.
Members of the Manzano Mountain Gun Club recently signed a 15 year lease with Bill Pohl for location of the clubs the proposed gun range. The site selected is located just off US 60 close to mile marker 194. According to an email issued by the club, they describe the proposed shooting range as, ". . . a U-shaped bowl, with hills on three sides that rise much more than 100 feet from our planned shooting positions". Additional information from the email, updates to range lay design includes a directional change for the 300-yard rifle range, "While the original layout for the 300-yard rifle range aimed toward the Abo Ruins (about 1.25 miles away), the plans have been updated so that no proposed range faces directly toward the Abo Ruins".
The Club has requested a zoning change from Torrance County Planning and Zoning to facilitate the use of leased land for creation and operation of the shooting range. The Club's request will will be considered by Torrance County Planning and Zoning at their next regularly scheduled meeting set on October 5, 2010.
Those for or against the proposed gun range are invited to attend the Planning and Zoning meeting, should you be unable to attend the meeting, you can email your comments Steve Guetschow, Torrance County Planning & Zoning Coordinator at sguetschow@torrancecountynm.org or you can attend the meeting in person.

News : City pursuing eminent domain - Rio Rancho Observer
Rio Rancho Mayor Swisstack announced that Rio Rancho will seek eminent domain to acquire small individually owned parcels of land to allow the city to create large tracts of land for commercial development.
In this writers opinion, the exercise of eminent domain is statutory theft of private property by government. Instead of applying eminent domain, perhaps Rio Rancho's government should consider buying the "small individually owned parcels of land" first in an open and equitable manner instead of wearing the statutory mask of eminent domain.

Manzano Mountain Gun Club - Requests Special Use District from Torrance County
Manzano Mountain Gun Club, Mountainair, New Mexico, has made application to the Torrance County Planning and Zoning board requesting the creation of a Special Use District (Special Use District - See pg 42 in the Zoning Ordinance) to allow placement of the new gun range.
Consideration of the Special Use District request will be on the October 5, 2010 agenda of the Torrance County Planning and Zoning Board - meeting begins at 9:30 am. Club president Jim Greene will speak on behalf of the project and the club is asking any one that would like to speak in favor or against the gun range to attend the meeting to voice their opinions. Those wishing to speak please arrive before 9:30am so that you can add your name to the list. Additionally, you do not have to speak - just be at the meeting will help show Planning and Zoning Board members your support. The meeting takes place in the Torrance County Commission chambers located in Estancia, New Mexico.

Planning & Zoning to Hear 1st County Animal Control Ordinance Request
On September 1, 2009 the approved Torrance County Animal Control ordinance will be put to the test. On the agenda is a request for a rescue facility within a residential neighborhood.
