PRC scrutinizes Mountainair pipeline safety waiver « New Mexico Independent
". . . Mountainair is a potential problem. I suggested we look into the fittings and whether they’re robust. We also heard that the Pipeline Safety Bureau has identified and addressed leaks in the (Mountainair) system that were not connected to these polyethylene fittings.”
I believe that some of the gas pipelines were upgraded in Mountainair when John Romero was Mayor, however, like town water and sewer lines, portions of the Town's infrastructure is outdated, undersized, and needs replaced. Given income levels in the community, Mountainair would be hard pressed to find funding to upgrade the town's infrastructure without financial assistance.
Perhaps Mountainair should consider a local sales tax and/or special assessment of property holders in Mountainair in order to at least come up with matching monies for grants as well as to minimize loans for infrastructure improvement. Mountainair will be hard pressed to entice new business and industry to town unless it can improve the infrastructure. Without these vital improvements, Mountainair will simply not grow.

Kennesaw’s crime rate has remained disproportionately low, even as the town’s population swelled from 5,000 in 1982 to almost 35,000 now. According to the latest FBI statistics, Kennesaw recorded 31 violent crimes – mainly robberies and aggravated assaults – during 2008. In other similar-sized local towns the figures were much higher – 127 in Dalton and 188 in Hinesville. For property crimes – largely burglaries and thefts – Kennesaw recorded 555 while Dalton had 1,124 and Hinesville 1,802.

In the recent past, Torrance County has been very pro-active in renewable wind projects, but this writer thinks that solar is where the most bang for the buck is. If our county and our state has any fore site, the powers that be will work now on solar production regulations, incentives, and begin to aggressively promote green renewable solar production.
In state, our local utility companies are already under a green mandate and New Mexico is one of the best locations for solar applications - incentives should be provided for our local power companies to become first and best in this technology instead of always catching the end of the wave.

Do you believe that issues regarding your water, air, food etc. should be governed and dictated by a 7 member appointed board? Think about it, every time the governors seat is replaced, new appointees will over see such important issues.
Appointments for such important matters should never be handed to any administration and certainly not processed by an appointed board or committee. These types of activities are a prime example of the rights and power being stolen from the individual and handed over to the government.

"A majority of Americans prefer cutting the deficit to increasing government spending as a way to improve the tough economy and believe a more balanced budget would help create jobs, a Reuters Ipsos poll showed on Tuesday."
The article goes on to say that deficit matters will be addressed after the elections - why has this not been addressed during the last two years and why should it continue to be on hold until after the elections in November.
The current party leadership and those who have controlled this country for the past 2 years said they had the plan - said they were going to fix all of the ills of the USA - why hasn't that happened yet? They have been in complete control so what are they waiting for? I suggest the current situation could be compared to Nero fiddling while Rome burned.
Those on the hill need to get to work instead of playing stupid political games - while they are eating well buttered bread, those of us in the trenches are fighting over crumbs.

NOTICE OF PUBLIC HEARING - Community Development Block Grant Program (CDBG)
The Community Development Block Grant Program is charged with assisting "communities in providing essential community facilities, providing decent housing for residents, promoting economic development and maintaining a suitable living environment."
The State of New Mexico estimates $15,000,000.00 as the 2010 appropriation amount "to be distributed on a statewide" "competivitive" basis. Maximum allocation amounts are "$500,000.00 with the exception of planning applicaions which are limited to $50,000.00".
The meetings will explain eligible activites that may be funded by the CDGB program and the public is invited to attend and share "project ideas, provide supporting supporting data and testimoniy, and other pertinent information". All hearings are open the public.

DECISION MADE FOR MOUNTAINAIR RANGER DISTRICT - TRAVEL MANAGEMENT PROJECT
The selected alternative 3 with modifications designates a system of roads for public motorized use. This decision will:
• Add 10.5 miles of decommissioned and unauthorized roads to the system and designate them as open for use by all vehicles. 8.5 miles are comprised of decommissioned roads that have been in use and 2.0 miles are unauthorized roads.
• Change 3.3 miles of closed roads to roads open for use by all motorized vehicles.
• Construct 2.7 miles of road to reroute around private lands where the Forest Service does not have access through a right-of-way easement. These roads will be designated as open to all vehicles. The new roads will not appear on the Motor Vehicle Use Map (MVUM) until construction is complete.
• Reconstruct segments of National Forest System (NFS) roads 422I, 422I1, 205A2 and 137A1 to provide motorized access. The roads will not appear on the MVUM until reconstruction is complete.
• Designate motorized dispersed camping corridors on 23.2 miles adjacent to system roads. Motorized dispersed camping corridors are 150 feet from each side of the road where designated on the Manzano Division and 300 feet from each side of the road where designated on the Gallinas Division, except where the corridor is designated along only one side of the road.
• Change the designation of 253.6 miles of NFS roads currently open to the public to restricted to administrative use only (these roads will not appear on the MVUM.
• Cross country motorized big game retrieval will not be allowed beyond use of the designated system.
When combined with previous decisions, the designation of this alternative will result in a motorized system with 234.3 miles of roads open to all vehicles and 23.2 miles of motorized dispersed camping corridors.
This decision will result in the publication of a Motor Vehicle Use Map. Designations made with past decisions will also be shown on the MVUM. After the MVUM has been released, travel off of the designated system will be prohibited unless authorized by permit or other authorization. The Environmental Assessment and Decision Notice/Finding of No Significant Impact can be obtained from the Supervisor’s Office at Cibola NF, 2113 Osuna NE, Albuquerque, NM, 87113, or can be requested by phone at 505-346-3900, by email cibolatravel@fs.fed.us, or on the Mountainair Ranger District Travel Management web site: http://www.fs.fed.us/r3/cibola/travel-management/tm_mt_air/index.shtml

The purpose of this meeting is to present and discuss bridge alternatives and highway improvement alternatives developed by the NMDOT Project Team. The current design concepts were developed in consideration of prior input received from the community and users of NM 41 and the safety and operational objectives of the NMDOT. The latest concepts will be presented for discussion. The concepts include design options specific to the Galisteo Creek and San Cristobal Arroyo bridges and the rural and community highway segments.
Comments will also be received on bicycle, pedestrian, and equestrian issues, as well as natural and cultural resources. The input resulting from this meeting will be used by the NMDOT to select roadway and bridge alternatives to be evaluated further as part of an environmental document. Please join us at this meeting.
